To deal with North Korea, we must build a system of cooperation
North Korea claimed on Feb. 13 that the missile it test launched into the East Sea was a “surfaceto-surface intermediate-range ballistic missile (IRBM),” which it is calling “a new strategic weapon system.” The South Korean government also confirmed that this was a ballistic missile using the new solid fuel that the North applied to its submarine-launched ballistic missiles (SLBM). This is a situation that demands new efforts to address the issue of North Korea’s nuclear and missile programs, which are growing more sophisticated despite the sanctions of the international community.
A report in North Korea’s state-run media claimed that North Korea had “created the amazing miracle of completing a new strategic weapons system in the short period of just six months.” The North has made clear its primary objective is increasing its technological level and showing this off both at home and abroad. In the past, such efforts have attracted the attention of Pyongyang‘s neighbors and been the trigger for new negotiations.
But the situation is different now that North Korea has carried out no fewer than five nuclear tests. The international community immediately condemned North Korea’s provocation and is discussing new sanctions. We hope that North Korea will recognize how alien its rash behavior is to the mood in the global village.
But this missile launch must not discourage us from seeking a variety of solutions to the nuclear issue. There is a particular need for an honest reappraisal of the limitations of the current approach, which depends solely on increasing sanctions and pressure and emphasizing the role of China. There are even bigger problems with the preemptive strike and secondary boycott that some are proposing. A preemptive strike is a military tactic that is predicated on war and is separate from a solution to the nuclear issue. The fact that this is nevertheless mentioned repeatedly is due to irresponsibility and incompetence, presuming that it does not reflect the interests of the military-industrial complex. (…)
What we currently need to start discussing is building a system of cooperation among related countries to find a fundamental solution to the nuclear issue. The most important thing is for South Korea and the US to make clear that they are responsible for working toward a solution to the nuclear issue and to find ways to secure the active cooperation of China and Russia. Toward this end, it is essential that the US and China decouple the nuclear issue from other issues and engage in strategic cooperation. (…)

‘북핵 해법 협력체제’ 구축에 나서야
북한이 동해 쪽으로 시험 발사한 미사일에 대해 “새 전략무기체계인 지대지 중장거리 탄도미사일(IRBM)”이라고 13일 밝혔다. 우리 정부 도 잠수함발사 탄도미사일(SLBM) 기술을 적용한 신형 고체 추진 탄도미사일이라고 확인했다. 국제사회의 제재에도 불구하고 고도화 하는 핵·미사일 문제를 풀 새로운 노력이 요구되는 상황이다.
북한은 관영 언론 보도를 통해 “새 전략무기체계를 불과 6개월 이라는 짧은 기간에 완성하는 놀라운 기적을 창조했다”고 주장했 다. 기술 수준을 높이고 이를 나라 안팎에 과시하는 것이 주요 목 적임을 분명히 한 것이다. 과거 이런 시도는 관련국의 관심을 끌어 새 협상이 시작되는 계기가 되기도 했다. 하지만 북한이 5차례나 핵실험을 한 지금은 사정이 다르다. 국제사회는 즉각 북한의 도발 을 규탄하면서 새 제재를 거론하고 있다. 북한은 자신의 무모한 행 동이 지구촌 분위기와 얼마나 동떨어져 있는지 깨닫기 바란다.
하지만 이번 미사일 발사가 다양한 핵 해법에 대한 모색을 위축 시켜선 안 된다. 특히 제재·압박 강화와 중국 역할론에만 기댄 기존 접근방식의 한계에 대한 솔직한 재검토가 필요하다. 일부에서 제기하는 선제타격과 세컨더리 보이콧은 더 문제가 있다. 선제타 격이 전쟁을 상정한 군사대응책일 뿐 핵 해법과는 별개이다. 그 럼에도 불구하고 자꾸 거론되는 것은 군산복합체의 이익을 반영 하는 게 아니라면 무책임과 무능력의 소치다. 중국을 겨냥한 세 컨더리 보이콧 역시 미-중 대결을 심화시켜 핵 문제를 더 악화시 키기 쉽다.
지금 본격적으로 논의해야 할 것은 핵 문제의 근본적 해결을 지 향하는 관련국들의 협력체제 구축이다. 무엇보다 한국과 미국이 핵 문제 해결 노력의 주체임을 분명히 하고 중국과 러시아의 적극 적인 협력을 얻을 방안을 찾아야 한다. 이를 위해서는 미국과 중국 이 핵 문제를 다른 사안과 분리해 전략적 협력에 나서는 것이 필수 다. 우리 정부가 대북 제재·압박 강화에만 기대지 않고 북한 등 한 반도 관련국들과 다양한 대화 통로를 구축하는 것도 중요하다.

“Toward(To) this(that) end” 여기서 ‘end’는 ‘끝, 결말’이 아니라 ‘목표/목적(objective, goal)’라는 뜻입니다. “Toward(To) this(that) end”는 ‘그것을 향해(toward, to)’라고 해석되는데 딱 봐도 미완성된 비문이 죠? 사실 문장의 일부분도 아니고 전치사구라고 해야 맞습니 다. 뜻을 풀어보면 ‘In order to go to that end’, 좀 더 정확하 게는 ‘In order to achieve that end(그 목적/목표를 이루기 위해서는‘ 이라고 해석하면 됩니다. 동의 표현으로 Therefore, so, wherefore, to which end, for which purpose, for this/that purpose 등을 쓸 수 있습니다.
